CSMPC receives Php 200,000.00 BuB Program

The CSMPC received Php 200,000.00 Bottom-up Budgeting (BuB) Program as implemented by DOLE Integrated Livelihood Program (DILP); and the Department of Interior and Local Government (DILG) staff, officers of Dalaguete Community Development Council and the Local Government Unit (LGU) of Dalaguete under the administration of Hon. Mayor Ronald Allan G. Cesante last April 28, 2015 at the office of the municipal mayor. "The said budget is granted for the additional capital of CSMPC and such grant is of great help to our members of the cooperative and to the community as well", as quoted by Dir. Arsulin L. Bejagan, CSMPC Chairman.
…This program seeks to increase citizens' access to local service delivery through a demand-driven budget planning process and to strengthen government accountability in local public service provision. The BuB oversight and participating agencies are tasked to ensure the implementation of priority poverty reduction projects as identified at the city/municipal level through a participatory planning and budgeting process as stated in the DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 6 dated February 27, 2015.
The purpose of this circular provides the guidelines for the implementation and monitoring of BuB projects authorized under the General Appropriations Act for Fiscal Year 2015.
The officers of CSMPC headed by Dir. Bejagan, staff and officers of the Dalaguete LGU headed by Hon. Mayor Cesante signed the contract of the BuB Program as a proof for its full implementation which is mandated by law and stipulated in the circular 4.5.10 that Agencies may enter into a partnership with NGOs or POs for the implementation of BuB Projects, subject to the guidelines provided under the Commission on Audit Circular No. 2007-001, R.A. 9184 and its IRR, GPPB Resolution No. 012-2007 and Sec. 68 of the General Provisions of the GAA FY 2015.
